Hur ska andra medlemsstaters medborgare registreras i ett system?

"Om elektroniska hälsodata med personuppgifter är registrerade i en behandlande medlemsstat som inte är försäkringsmedlemsstat för den berörda personen ska den behandlande medlemsstaten säkerställa att registreringen sker med den fysiska personens identifieringsuppgifter i försärkingsmedlemsstaten."

Question: "In article 13, medical data must be registered in an EHR system using the identification of the natural person in the MS of affiliation. Is there a document which describes the traits used in MS to identify NPs ? What about national identifiers ?"
Answer: "Governments may not be using natural person identifiers (citizen ids) but rather healthcare specific ids. In Denmark the identifier used is the national security identifier. In Portugal the healthcare specific id is used. Focus should be in the attributes that are exchanged rather than in the specificity of the ID exchanged (which should act just as an index for querying data). This ID should exist within a identity source in the MS of origin so that the patient can be properly identified in a x-border setting. National IDs are not a mandatory field for the eudi wallet according to a recently approved implementing act. Usually, querying within MS requires the ID + some other attributes (date of birth, ...). In France, 6 traits are usually used for querying."
